Briefing notes are high-level memos summarizing an issue for a senior government official, making them great targets for FOI requests. Some are simply informative, while others will present options and ask the official to make a decision. When requesting briefing notes, learning of their existence is half the battle. Fortunately, the federal government makes briefing note titles available online. You can search through the list here. Typically, other jurisdictions don’t do this, so you’ll have to first request a list of briefing note titles.
